The Queensland Urban Utilities (QUU) operated Luggage Point Sewage Treatment Plant (STP) includes a large Micro-Filtration (MF) Reverse Osmosis (RO) (MFRO) water treatment system which is designed to provide capacity to recycle effluent from sewage treatment processes for beneficial re-use. In 2016, QUU initiated a project which involved a number of upgrades to the MFRO plant. The aim of the project was to improve plant operations and enable blending of MF filtrate and RO permeate to create a product water suitable for transfer to a new customer.


Promech were engaged by Monadelphous to complete the detailed process and SMP design works associated with the following scope items:

  • MF feed pumps priming
  • MF feed flushing and reverse flow
  • Filtrate and permeate blending
  • Product water transfer pumps
  • Product water surge tank
  • Chemical dosing

SiD workshops including HAZOP and CHAIR reviews were completed in conjunction with QUU and Monadelphous with Promech managing the SiD action closeout process for the project.

Upon completion of detailed design, IFC detailed drawing packages were issued for all areas. Promech’s final involvement was to review the works completed on-site as well as the as-built quality assurance records prior to producing an RPEQ endorsed set of as-built project drawings.

Project Achievement

Promech’s key project achievements included:

  • Completed detailed process and SMP design in line with aggressive project milestones
  • Completed all design deliverables in compliance with QUU technical specifications and design review processes
  • Identified opportunities to improve concept designs to improve operability and reliability
  • Liaised closely with EI&C consultant to ensure successful implementation of the design for each area
